摘要:
做好非煤矿山安全生产工作，尤其是外包单位安全生产工作，实现非煤矿山安全生产零事故具有重要现实意义。分析外包单位与发包单位安全生产管理职责及二者关系，提出外包单位安全生产纳入发包单位统一管理思路，并给出包括统一理念、制度、标准、流程、活动、标识、考核等七个统一，以及具体七步操作等安全生产管理建议，为非煤矿山外包单位的安全生产管理提供借鉴。

Abstract:
Doing a good job in the safe production of non-coal mines,especially contractor’s safety production,has practical significance for realizing zero safety accidents of non-coal mines.The paper analyzes the safe production duties of the contracting party and contractor and the relationship between them,proposes the safe production of contractor to be integrated into the unified management idea of the contracting party,and put forward seven unified concepts,including ideas,systems,standards,processes,activities,logos,assessments,as well as specific seven-step operation and other recommendations,which can be used as reference for the safe production management of contractor in non-coal mines.
