摘要:
安全文化建设为矿山企业安全生产提供有效保证。阐述了基于双重预防机制的矿山企业安全文化，并详细介绍了某矿山企业基于双重预防机制的安全文化建设实践，包括顶层设计理念、构建多重安全生产屏障、创新“六管六必须”模式等。实践表明：基于双重预防机制的矿山企业安全文化建设实施，事故总量下降了87.5 %，既提高了双重预防机制创建和运行质量，又使安全文化建设不虚、不空、有质感，在潜移默化中引导员工转变观念，培育了员工安全生产的内生动力。

Abstract:
Safety culture construction can effectively guarantee safe production in mining enterprises.The paper described mining enterprise safety culture based on double prevention mechanism,and introduced in detail the safety culture construction practice based on double prevention mechanism in a mining enterprise,including top design ideas,multiple safe production barrier construction,6 management 6 necessities innovation mode,and so on.The practice shows that with safety culture construction based on double prevention mechanism implemented,accident number decreases by 87.5 %,which not only improves the establishment of double prevention mechanism and its operation quality,but also makes the safety culture construction real,full and quality,guiding and converting employees’ mentality without being noticed,and breeding inner motives of employees’ to carry out safe production.
